Oke, kita lanjut lagi ngomongin MBG. Sebelumnya kita udah bahas soal SPPG, dapur terpusat yang katanya bisa efisien. Tapi gw baru sadar satu hal yang ternyata cukup penting. Dan ini berhubungan sama angka.
Iya, angka. Matematika sederhana yang sering dilupakan.
Jadi gini, dalam beberapa diskusi, ada asumsi bahwa satu SPPG dengan kapasitas sekitar 3.000 porsi per hari bisa melayani banyak sekolah. Kayaknya masuk akal, kan? Satu dapur besar, makanannya dikirim ke beberapa sekolah. Efisien.
Tapi tunggu dulu.
Setelah gw hitung-hitung sendiri, asumsi ini ternyata nggak segampang itu.
Mari Kita Hitung Bersama
Gw coba pake contoh nyata. Bayangkan satu SMP. Biasanya ada 3 tingkat: kelas 7, 8, dan 9. Masing-masing tingkat, katakanlah, ada 10 rombongan belajar (rombel). Dan setiap rombel rata-rata ada 32 siswa.
Maka jumlah siswa di satu SMP itu:
3 tingkat × 10 rombel × 32 siswa = 960 siswa.
Sudah hampir 1.000 siswa dari satu sekolah saja.
Nah, sekarang coba SD. SD biasanya 6 tingkat. Misalnya masing-masing tingkat ada 6 kelas, dan setiap kelas rata-rata 28 siswa.
Maka jumlah siswa di satu SD itu:
6 tingkat × 6 kelas × 28 siswa = 1.008 siswa.
Seribu siswa lagi.
Jadi, kalau satu SPPG kapasitasnya 3.000 porsi, dan di sekitar SPPG itu ada satu SMP (960 siswa) dan satu SD (1.008 siswa), totalnya udah 1.968 siswa. Masih sisa sekitar 1.032 porsi.
Kelihatannya masih bisa buat sekolah lain, kan?
Tapi tunggu dulu. Itu cuma dua sekolah. Dan itu cuma asumsi dengan jumlah kelas dan siswa yang moderat. Di daerah padat, angka ini bisa lebih tinggi.
Bayangkan kalau di satu area ada banyak sekolah. Bukan cuma satu SMP dan satu SD, tapi mungkin 3 SD dan 2 SMP. Atau ada SMA juga. Atau ada sekolah swasta yang juga ikut program.
Tiba-tiba kapasitas 3.000 porsi itu habis sebelum melayani 10 sekolah.
Gw jadi mikir, dari mana asumsi "satu SPPG bisa melayani banyak sekolah" ini berasal? Apakah mereka sudah hitung jumlah siswa per sekolah? Atau cuma asumsi bahwa sekolah itu kecil-kecil?
Entahlah. Tapi ini penting.
Koreksi yang Perlu Diluruskan
Nah, ini yang bikin gw nulis lagi. Karena dalam beberapa percakapan, ada anggapan bahwa SPPG bisa melayani 10 sekolah atau lebih. Tapi kalau kita lihat hitungan tadi, di daerah padat, 3.000 porsi itu bisa habis oleh 3-4 sekolah besar saja.
Jadi, indikatornya bukan jumlah sekolah, tapi jumlah penerima manfaat. Yaitu siswa. Berapa banyak siswa yang harus diberi makan setiap hari.
Kalau satu SPPG kapasitasnya 3.000 porsi, ya berarti maksimal 3.000 siswa yang bisa dilayani. Berapa pun jumlah sekolahnya. Kalau setiap sekolah rata-rata 1.000 siswa, maka satu SPPG cuma bisa melayani 3 sekolah. Bukan 10.
Perbedaan ini nggak kecil. Ini beda antara 3 sekolah dan 10 sekolah. Ini beda antara cakupan program yang luas dan program yang terbatas.
Dan ini berdampak pada anggaran, logistik, dan jumlah SPPG yang dibutuhkan.
Kalau pemerintah menghitung kebutuhan SPPG berdasarkan jumlah sekolah, tanpa mempertimbangkan jumlah siswa per sekolah, maka perhitungannya bisa meleset jauh. Bisa jadi SPPG yang dibangun kurang banyak, atau kapasitasnya kurang besar, sehingga banyak siswa yang tidak terlayani.
Atau sebaliknya, SPPG kebanyakan dan kapasitasnya menganggur. Itu juga pemborosan.
Gw jadi inget kata orang bijak: "Rencana tanpa data adalah angan-angan."
Implikasi untuk Program
Jadi, kalau perhitungannya salah dari awal, apa dampaknya?
Pertama, ketidaktepatan sasaran. Ada sekolah yang kebagian makan, ada yang nggak. Padahal mereka sama-sama butuh. Tapi karena kapasitas SPPG terbatas, yang dapat cuma sebagian.
Kedua, beban logistik yang lebih berat. Kalau satu SPPG harus melayani lebih banyak siswa dari yang direncanakan, maka dapur harus bekerja lebih keras. Waktu produksi lebih panjang, distribusi lebih mepet, kualitas makanan bisa turun.
Ketiga, biaya yang membengkak. Kalau kapasitas nggak cukup, pemerintah harus bangun lebih banyak SPPG. Itu berarti tambahan anggaran untuk infrastruktur, peralatan, dan tenaga kerja. Belum lagi biaya operasional dan distribusi.
Keempat, kegagalan program. Kalau siswa nggak dapet makan, atau makannya telat, atau makanannya nggak layak, maka program ini kehilangan kredibilitas. Padahal tujuannya mulia.
Ngeri juga ya kalau dipikir-pikir. Satu kesalahan hitung bisa bikin program gagal total.
Gw bukan ahli perencanaan, tapi gw bisa hitung. Dan hitungan gw bilang: Jangan remehkan jumlah siswa. Jangan cuma lihat jumlah sekolah. Lihat siapa yang makan.
Contoh di Dunia Nyata
Gw coba bayangkan skenario di kota besar kayak Jakarta. Sekolah-sekolah di sana padat. Satu SD bisa punya rombel sampai 8 atau 10 per tingkat. Satu SMP juga sama.
Belum lagi sekolah swasta yang juga punya banyak siswa. Kalau program ini universal, artinya semua sekolah negeri dan swasta yang memenuhi kriteria harus dilayani.
Nah, bayangkan di satu kecamatan ada 5 SD dan 3 SMP. Itu 8 sekolah. Kalau rata-rata 1.000 siswa per sekolah, totalnya 8.000 siswa. Itu butuh hampir 3 SPPG dengan kapasitas 3.000 porsi masing-masing.
Tapi kalau perencanaannya cuma ngitung jumlah sekolah dan asumsi setiap sekolah kecil, bisa jadi cuma dibangun 1 SPPG. Dan itu nggak cukup.
Di daerah pedesaan, jumlah siswa per sekolah mungkin lebih sedikit. Tapi jarak antar sekolah lebih jauh. Jadi tantangannya beda. Bukan kapasitas, tapi distribusi.
Makanya, gw pikir, perencanaan SPPG harus berbasis data. Data jumlah siswa per sekolah. Data lokasi dan akses jalan. Data jarak antar sekolah. Data ketersediaan sumber daya lokal.
Bukan cuma asumsi-asumsi yang enak didengar.
Apakah data itu tersedia? Seharusnya. Dapodik, data pokok pendidikan, pasti ada. Tinggal pakenya.
Tapi ya, itu lagi-lagi soal kemauan dan kompetensi.
Belajar dari Kesalahan
Gw jadi inget beberapa program pemerintah sebelumnya yang gagal karena perencanaan yang kurang matang. Ada program bantuan beras yang salah sasaran karena data penerima nggak update. Ada program pembangunan infrastruktur yang mangkrak karena perhitungan kebutuhan nggak tepat.
Seharusnya kita belajar dari itu. Jangan bikin kesalahan yang sama.
MBG ini program besar. Anggarannya besar. Dampaknya besar. Kalau gagal, risikonya juga besar. Bukan cuma buang-buang uang, tapi juga kehilangan kepercayaan publik.
Gw nggak mau pesimis. Gw percaya program ini bisa berhasil. Tapi syaratnya: harus dikelola dengan baik, dengan data yang akurat, dan dengan perencanaan yang matang.
Jangan asal gebyah uyah. Jangan asal anggap satu SPPG cukup untuk 10 sekolah. Hitung dulu. Lihat datanya. Libatkan orang-orang yang paham kondisi lapangan.
Karena pada akhirnya, yang paling penting bukanlah berapa banyak SPPG yang dibangun, atau berapa banyak sekolah yang dilayani. Yang paling penting adalah: Apakah anak-anak mendapatkan makanan bergizi yang layak setiap hari?
Kalau jawabannya "ya" di semua sekolah, maka program itu berhasil. Kalau nggak, ya kita harus bertanya lagi.
Entahlah. Gw cuma bisa berharap semoga semuanya berjalan baik. Tapi juga nggak mau menutup mata kalau ada yang salah.
Semoga aja para perencana di sana baca ini dan mikir ulang. Atau mungkin mereka udah lebih pinter dari gw. Gw sih cuma nulis apa yang ada di kepala gw.
Dan di kepala gw, 3.000 porsi itu nggak sebanyak yang dibayangkan. Apalagi kalau harus dibagi ke banyak anak.

Yes, numbers. Simple math that's often overlooked.
So here's the thing, in some discussions, there's an assumption that one SPPG with a capacity of about 3,000 portions per day could serve many schools. Seems logical, right? One large kitchen, meals sent to several schools. Efficient.
But wait a minute.
After I did the math myself, this assumption turns out to be not that simple.
Let's Calculate Together
Let me use a real example. Imagine a junior high school. There are usually 3 grades: 7, 8, and 9. In each grade, let's say there are 10 study groups (rombel). And each group has an average of 32 students.
So the number of students in one junior high school is:
3 grades × 10 groups × 32 students = 960 students.
That's already nearly 1,000 students from just one school.
Now, let's look at elementary schools. There are usually 6 grades. For example, each grade has 6 classes, and each class has an average of 28 students.
So the number of students in one elementary school is:
6 grades × 6 classes × 28 students = 1,008 students.
Another thousand students.
So, if one SPPG has a capacity of 3,000 portions, and around that SPPG there's one junior high (960 students) and one elementary (1,008 students), the total is 1,968 students. There's still about 1,032 portions left.
Seems like it could still serve other schools, right?
But wait. That's only two schools. And that's only with a moderate assumption of class numbers and students. In dense areas, these numbers could be higher.
Imagine if in one area there are many schools. Not just one elementary and one junior high, but maybe 3 elementary schools and 2 junior highs. Or a senior high school too. Or private schools that are also included in the program.
Suddenly, that 3,000 portion capacity is gone before serving 10 schools.
I start to think, where did the assumption "one SPPG can serve many schools" come from? Did they already count the number of students per school? Or is it just an assumption that schools are small?
I don't know. But this is important.
A Correction That Needs to Be Made
Now, this is why I'm writing again. Because in some conversations, there's an assumption that SPPG can serve 10 schools or more. But if we look at the calculation earlier, in dense areas, 3,000 portions could be consumed by just 3-4 large schools.
So, the indicator is not the number of schools, but the number of beneficiaries. That is, the students. How many students need to be fed every day.
If one SPPG has a capacity of 3,000 portions, then the maximum it can serve is 3,000 students. Regardless of the number of schools. If each school has an average of 1,000 students, then one SPPG can only serve 3 schools. Not 10.
This difference is not small. It's the difference between 3 schools and 10 schools. It's the difference between a program with wide coverage and a program with limited coverage.
And this impacts the budget, logistics, and the number of SPPGs needed.
If the government calculates the need for SPPGs based on the number of schools, without considering the number of students per school, the calculation could be way off. There might be too few SPPGs built, or their capacity might be too small, so many students aren't served.
Or conversely, too many SPPGs with idle capacity. That would also be wasteful.
I'm reminded of a wise saying: "A plan without data is just a wish."
Implications for the Program
So, if the calculation is wrong from the start, what are the impacts?
First, inaccurate targeting. Some schools get meals, others don't. Even though they all need it. But because SPPG capacity is limited, only some get served.
Second, heavier logistical burden. If one SPPG has to serve more students than planned, the kitchen has to work harder. Longer production time, tighter distribution, food quality could decline.
Third, ballooning costs. If capacity isn't enough, the government has to build more SPPGs. That means additional budget for infrastructure, equipment, and labor. Not to mention operational and distribution costs.
Fourth, program failure. If students don't get food, or get it late, or the food is unfit, then the program loses credibility. Even though its goals are noble.
It's scary when you think about it. One miscalculation could cause the whole program to fail.
I'm not a planning expert, but I can do math. And my math says: Don't underestimate the number of students. Don't just look at the number of schools. Look at who's eating.
Real-World Examples
Let me imagine a scenario in a big city like Jakarta. Schools there are dense. One elementary school could have up to 8 or 10 groups per grade. A junior high school too.
Not to mention private schools that also have many students. If this program is universal, that means all public and private schools that meet the criteria must be served.
Now, imagine in one sub-district there are 5 elementary schools and 3 junior high schools. That's 8 schools. If they average 1,000 students per school, the total is 8,000 students. That would need almost 3 SPPGs with a capacity of 3,000 portions each.
But if the planners only count the number of schools and assume each school is small, they might only build 1 SPPG. And that wouldn't be enough.
In rural areas, the number of students per school might be smaller. But the distance between schools is greater. So the challenge is different. Not capacity, but distribution.
That's why, I think, SPPG planning must be data-driven. Data on the number of students per school. Data on locations and road access. Data on distances between schools. Data on the availability of local resources.
Not just assumptions that sound good.
Is that data available? It should be. Dapodik, the basic education data, is definitely there. They just need to use it.
But well, again, it comes down to willingness and competence.
Learning from Past Mistakes
I'm reminded of several previous government programs that failed due to poor planning. There was a rice assistance program that missed its targets because beneficiary data wasn't updated. There was an infrastructure development program that stalled because needs were miscalculated.
We should learn from that. Don't make the same mistakes.
MBG is a big program. Its budget is big. Its impact is big. If it fails, the risks are also big. Not just wasting money, but losing public trust.
I don't want to be pessimistic. I believe this program can succeed. But the condition is: it must be managed well, with accurate data, and thorough planning.
Don't just guess. Don't just assume one SPPG is enough for 10 schools. Calculate first. Look at the data. Involve people who understand the conditions on the ground.
Because in the end, the most important thing isn't how many SPPGs are built, or how many schools are served. The most important thing is: Are children getting proper, nutritious meals every day?
If the answer is "yes" in all schools, then the program succeeds. If not, then we have to ask again.
I don't know. I can only hope everything goes well. But I also don't want to close my eyes if something's wrong.
Hopefully the planners out there read this and think again. Or maybe they're already smarter than me. I'm just writing what's in my head.
And in my head, 3,000 portions aren't as many as imagined. Especially when they have to be shared among many children.
